Confession has always been necessary for the forgiveness of sin(s). It's outlined in great detail throughout the Psalms, but in accordance with the Jewish Law in place "before the Cross."
There is no Biblical basis for the evangelical premise that, "I don't need to confess my sins to a Priest. I just ask Jesus directly for forgiveness and he forgives me." This isn't how it works...but from the very beginning, God shows us how forgiveness of sin was obtained.
Leviticus chapter 5 says that if anyone has committed sin, He shall CONFESS to the PRIEST, get a lamb or goat, and the PRIEST shall make atonement. This is how it has always been!
